niri: drop machine-specific bar/wallpaper spawns
The bar (yambar/waybar) and wallpaper (swaybg) differ per host, so starting
them from this shared, stowed config hardcoded values that were only correct on
one machine. They're now started per-machine by systemd user services in
nixos-config (machines/<host>/desktop.nix).
